Flat rectangular blocks are the exception across much of South East Queensland. Brisbane’s western suburbs — The Gap, Bardon, Kenmore, Chapel Hill — sit on ridges and gullies. The Gold Coast hinterland from Tallebudgera to Tamborine and the Sunshine Coast hinterland around Buderim, Maleny and Montville are steeper again. These are the blocks with the views, and the blocks where a standard slab-on-ground plan does not fit.

Slope is the biggest single driver of site cost, and the difference between a good outcome and a painful one is almost entirely decided before the first drawing: how the house meets the ground, where the water goes, and how a concrete truck gets there.

Cut and fill, split level or suspended
There are three broad ways to put a house on a slope. Cut and fill carves a level platform, retains the batters and builds a conventional slab. It is the cheapest structure but the most earthworks and retaining, and it works best on gentle falls.
Split-level steps the floor plate down the site in two or three plates, each on its own slab or bearers, so the house follows the ground. Less cut, less retaining, more interesting rooms, and a short stair between levels.
Suspended or pole construction lifts the floor clear on steel or timber posts and engineered footings. It barely touches the ground, which suits steep sites, bushfire zones and blocks with significant trees, and it leaves a usable undercroft. The frame costs more; the earthworks cost far less.
Most steep sites end up with a hybrid: a cut platform for the garage, a split for the living level, a suspended deck or bedroom wing over the fall. The right answer is set by the gradient, the soil and where you want to look.
Retaining walls, footings and the ground
Any cut or fill creates a batter that has to be held. Retaining walls above a certain height — commonly around one metre, but check current council and certifier requirements — need engineering and building approval, and walls near a boundary or carrying a surcharge from a driveway or slab need it regardless of height.
Footings on cut-and-fill sites are the part people underestimate. AS 2870 classifies a site for reactivity, but a block that reads as Class M on the cut side can be Class P on the fill side, because uncontrolled fill cannot be classified. Footings then go through the fill to natural ground, or the fill is placed and compacted under supervision so it can be relied on. That is a geotechnical decision, not a guess.
Reactive clay on a slope moves differently at the top and bottom of a cut, so slabs are stiffened and jointed accordingly, and pole footings are taken to depths set by the engineer rather than by the excavator’s convenience.
Water, driveways and getting a truck on site
Water runs downhill, and on a sloping block it runs towards someone. Overland flow paths from upslope neighbours have to pass through or around the site without being blocked by a new building, and your own roof and hardstand water has to reach a lawful point of discharge.
Driveway grades are governed by Australian Standard limits and council crossover requirements, and a block that falls steeply from the road may not achieve a compliant driveway to a lower garage at all. That decides where the garage sits — often at street level with the house below — before anything else does.
Access during construction is priced, not assumed. Concrete pumps, cranes for steel and trusses, and excavators all need somewhere to stand. A steep site with no level ground means longer pump lines, a larger crane and more hand-carried material.
Why slope is priced honestly
Two identical floor plans can differ enormously in cost between a flat block and a steep one, with nothing to show for it in the finished rooms. Earthworks, retaining, engineered footings, suspended structure, extra stairs, drainage and access all sit below or behind the house.
A quote that treats a sloping block as flat is not a competitive quote. It is a low number with the site costs deferred to variations once you are committed. We do a survey with contours, a soil test at footing locations and an engineered concept before pricing, so the fixed-price contract carries the real site costs from the outset.
Where something genuinely cannot be known before excavation — rock in the cut is the usual one — we state the allowance and the rate in the contract rather than pretending the risk does not exist.
Designing with the fall
Slope is a liability at the footings and an asset everywhere else. The fall gives you a view, a breeze path through the section, and an undercroft that becomes a garage, a workshop, a rumpus room or a self-contained area for far less than the same volume above ground would cost.
Orientation matters more on a slope because you cannot simply turn the plan. North- and east-facing falls are easy to work with. A west-facing fall needs deep eaves and external shading or the living areas cook every afternoon.
Split levels bring stairs, and stairs are a long-term accessibility question. We plan at least one level — entry, a bedroom, a bathroom and living — as a step-free zone, and leave a position where a lift could go later, so the house still works if knees or circumstances change.
Common questions
Is it more expensive to build on a sloping block?
Yes, and the difference sits mostly in earthworks, retaining, engineered footings, drainage and access rather than in the house itself. How much more depends on the gradient, the soil and how the design meets the ground. We survey and soil-test before pricing so the fixed-price contract reflects the actual site rather than deferring those costs to variations.
Do retaining walls need council approval?
Often. Walls above roughly one metre, walls close to a boundary, and walls carrying load from a driveway, slab or fill generally need engineering design and building approval. Thresholds vary, so check current requirements with your council or certifier. On our builds the retaining is designed and approved with the house rather than added afterwards.
Split level or cut and fill?
Cut and fill suits gentle falls and delivers a conventional single-level slab at the cost of more earthworks and retaining. Split level follows the ground with stepped floor plates, reducing cut and retaining and giving more interesting rooms. On steeper sites, suspended or pole construction over the fall usually wins.
Can you get a driveway to a garage below the street?
Only if the grade complies. Driveway gradients are limited by Australian Standards and council crossover requirements, and a steep fall from the road often cannot achieve a compliant driveway to a low garage. In that case the garage sits at street level with the house stepping down behind it, which is a decision made at concept stage.
What happens to stormwater on a block that falls away from the street?
Roof and hardstand water still has to reach a lawful point of discharge. On a block falling away from the road that may mean an easement through a downhill neighbour, a detention tank, or a pump to bring water back up to the kerb. Overland flow from upslope also has to be kept clear. It is designed early, not solved on site.
Are split-level homes practical as you get older?
They can be if planned for it. We design at least one level — usually entry, living, a bedroom and a bathroom — to be step-free, and allow a position where a lift could be installed later. That keeps the house workable through changes in mobility without giving up the design benefits that made the sloping block worth buying.
