
Cut and Fill or Split-Level? Designing for a Sloping Block
How the three main approaches to a sloping block compare on cost, drainage, access and liveability, and which one suits a typical South East Queensland fall.
The fall decides the design before you do
Every sloping block in South East Queensland pushes the design towards one of three answers: flatten the site and build a conventional home, step the home down the slope as a split-level, or lift the home off the ground on posts and a suspended floor. Each has a cost profile, a drainage story and a way of living that follows from it.
The wrong answer is choosing a plan first and then forcing the site to accept it. The right answer starts with a contour survey and a soil classification, because the amount of fall across the building footprint and the ground you are cutting into decide which of the three is even sensible.

Cut and fill: the conventional answer
Cut and fill excavates the high side, pushes the material to the low side and creates a level platform for a standard slab-on-ground home. It is the default on gentle slopes because the house itself is the cheapest kind of house to build: no suspended floors, no split structure, standard trades.
The cost lives outside the house. Retaining walls are needed on the cut and often on the fill, and once a wall passes a certain height or carries a surcharge it needs engineering and approval. Fill has to be placed and compacted in controlled layers to be classified as engineered fill; uncontrolled fill under a slab is a footing problem waiting to happen.
Drainage is the other trap. Cutting into a slope intercepts subsurface water that used to move under the surface, and if it is not collected with agricultural drains behind the retaining it ends up under the slab or in the neighbour's yard. On reactive clay the moisture change alone can move the footings.
Split-level: working with the fall
A split-level home steps the floor plates down the slope, typically by half a storey at a time, so that each part of the house sits close to natural ground. Less soil is moved, retaining is lower and shorter, and the house gains natural separation between living, sleeping and utility zones.
Structurally it is more complex. There are more slab edges, more step-downs, more junctions where waterproofing and termite management have to be detailed carefully. Internal stairs of a few risers between levels are a design feature for many owners and a barrier for others; if ageing in place matters, a split-level needs to be planned with that in mind.
On a moderate fall, the extra structure is usually cheaper than the retaining and fill it replaces, and the result is a home that feels designed for the block rather than dropped on it.
Suspended and pole construction: lifting off the ground
On steep falls, or where the ground is poor, the most economical answer is often to leave the slope alone. The home sits on piers or poles with a suspended timber or concrete floor, and the undercroft becomes a carport, storage or, with the right head height, additional living space later.
Earthworks and retaining almost disappear, drainage stays close to natural, and the building sits above overland flow paths. The trade-off is in the structure: piers to a depth set by the engineer, a stiffer floor system, and services that run under the house rather than through a slab.
This is the traditional Queensland answer for a reason. Elevated homes catch breeze, avoid damp and handle water well. On hinterland and coastal escarpment sites it is frequently the only approach that makes financial sense.
Access, driveways and the cost nobody quotes early
Whichever approach you choose, the car has to get from the street to the garage, and driveway gradient limits are set by council standards. A steep block can rule out a garage at the high side, force a long switchback driveway, or push the garage to street level with the house above or below it.
Construction access matters too. Concrete pumps, cranes for frames and trusses, and delivery trucks all need somewhere to stand. A block with no level area near the street costs more to build on regardless of design, and that cost belongs in the fixed price rather than in a variation.
How to choose
Gentle fall on stable ground: cut and fill is usually right, provided the retaining and drainage are designed properly. Moderate fall: split-level tends to win on both cost and outcome. Steep fall or poor ground: suspended construction. The ground classification under AS 2870 and the retaining wall requirements tip the balance in individual cases.
